Execution of releases and satisfactions

Unless
otherwise provided by law, the governor and attorney general
may release or satisfy any lien or other obligation in favor of the
state, upon payment by the obligor of the full amount due thereon
or of the amount provided in any compromise settlement duly entered into and approved as provided by law. When such release or
satisfaction is required to be under seal, the secretary of state
shall affix the great seal of the state and authenticate the signatures of said officers.
