(1) The entities described in Subsection (2) shall annually monitor: (a) student performance within an LEA regarding the statewide goal described in Section 53E-3-1001 for third-grade reading; and (b) elementary school performance regarding literacy instruction, science of reading training, and the provision of reading interventions described in this part. (2) The following shall provide the monitoring described in Subsection (1): (a) for a school district, the local governing board; (b) for a charter school, the charter school's authorizer; and (c) for all public schools, the state board.
