All records of a former county superintendent of schools shall
be transferred to and are to be maintained and preserved by the
county clerk of the county, who shall designate a deputy, aide,
assistant or other employee of the county clerk's office to perform
such duties.  The County Commissioners shall make space available in
which the records can be maintained, preserved and made secure.
Except for those records specifically required by state or federal
statutes to be kept confidential, public access shall be made
available to all of the records.
After the records of a former county superintendent of schools
are transferred to and the responsibility of maintaining the records
are assigned to a deputy, aide, assistant or other employee of the
county clerk's office, the county clerk and county commissioners of
the county shall recommend to the county excise board that
additional salary be considered for the employee based upon the
additional responsibilities if funds are available and approved.
Any additional salary of such employee shall be subject to the
limitations set forth in Section 180.65 of Title 19 of the Oklahoma
Statutes.
