Title 2. Agriculture: Quota system

In the event that any institution is being seriously handicapped in its
ability to provide an education or training for all of its students as a result of
a disproportionate amount of tuition-waiver students under this act, then the

administrative officer of such institution shall certify as to the handicapped
condition to the State Board of Career and Technology Education who shall be
permitted to establish a quota system for the institution.  A schedule of
guidelines and priorities shall be established for accepting students, as well as
limiting the number of tuition-waiver students who may enroll.  The excess number
of applicants may enroll in some other technology center schools which has not
reached a critical level of tuition-waiver students.
