Nevada Code § 543.100

Upon a petition from a county, city or public
district to the Director, in a form prescribed by the Director, requesting financial
assistance to aid in paying the costs of planning, engineering, administration,
acquisition of easements and rights-of-way and other proper expenses connected
with a flood control project, or in paying costs for a riparian survey, the
Director may, following study and approval of the proposed project or survey,
and subject to the approval of the Governor and the State Board of Finance,
loan money from the Flood Control Account in the manner provided in NRS 543.090 to 543.140 , inclusive.
