Except as otherwise provided in NRS 444.559 : 1. Any district board of health of a health district and any governing body of a municipality may adopt standards and regulations for the location, design, construction, operation and maintenance of solid waste management systems, including, without limitation, solid waste management facilities and solid waste disposal sites or any part thereof, more restrictive than those adopted by the State Environmental Commission. Any regulations adopted pursuant to this subsection must be consistent with the plan to provide for a solid waste management system approved by the State Department of Conservation and Natural Resources pursuant to NRS 444.510 . 2. Any district board of health of a health district may adopt such other regulations as are necessary to carry out the provisions of NRS 444.440 to 444.620 , inclusive. Such regulations must not conflict with regulations adopted by the State Environmental Commission. If a district board of health adopts regulations pursuant to this subsection that are more restrictive than those adopted by the State Environmental Commission, the district board of health shall provide reasonable notification of the proposed adoption of the regulations to the Division of Environmental Protection of the State Department of Conservation and Natural Resources. 3. Any district board of health of a health district: (a) May issue permits under the standards and regulations adopted pursuant to subsection 1; and (b) If designated pursuant to NRS 444.503 , may issue permits for other purposes relating to a solid waste management system in accordance with the provisions of NRS 444.440 to 444.620 , inclusive.
