(a) The county board and the County Superintendent shall: (1) Establish annual goals for the performance of the county school system; and (2) Evaluate the performance of the county school system against the goals established under item (1) of this subsection in a public meeting of the county board each year. (b) (1) Each year, the county board and the County Superintendent shall conduct a poll of the stakeholders and community members of the county school system to measure public opinion on the confidence and effectiveness of the county board, County Superintendent, and county school system, addressing each component separately. (2) When establishing annual goals for the performance of the county board and the county school system, the county board and the County Superintendent shall consider the findings of the poll conducted under this subsection. (c) At the first meeting of the county board each year, the county board shall: (1) Review the respective roles, duties, and responsibilities of the county board and the County Superintendent; (2) Announce the annual performance goals of the county board as determined under § 3-1004 of this article; (3) Discuss the results of the county board self-evaluation as determined under § 3-1004 of this article; and (4) Discuss the professional development completed by the county board members during the previous year.
