Orphanages

(a) The head of an orphanage in the State of Arkansas may apply to the Secretary of the Department of Finance and Administration for the issuance of a motor vehicle special license plate to be used exclusively on motor vehicles that are operated for the purposes of the orphanage. (b) The application shall include an affidavit on a form prescribed by the secretary that is signed by the applicant and which states that the motor vehicle to which the special license plate shall be attached is owned or exclusively leased by the orphanage and used exclusively for functions related to the orphanage.
