(a) A person who is a member of the Civil Air Patrol, is a resident of the State of Arkansas, and is an owner of a motor vehicle may apply for a Civil Air Patrol special license plate under this subchapter. (b) Upon submitting proof of eligibility and complying with the state laws relating to registration and licensing of motor vehicles, the applicant shall be issued a Civil Air Patrol special license plate under this subchapter.
