Wisconsin Code § 48.655

A child care provider that holds a
license under s. 48.65, that is certified under s. 48.651, that holds
a probationary license under s. 48.69, or that is established or
contracted for under s. 120.13 (14) shall permit any parent or
guardian of a child enrolled in the program to visit and observe
the program of child care at any time during the provider’s hours
of operation, unless the visit or observation is contrary to an existing court order.
