Distribution methods and practices

(1) The
methods of distribution and practices in the distribution of food
products and fuel shall be free from needless waste and needless
duplication which tend to increase the cost of such products to the
consuming public. Methods of distribution and practices in the
distribution of food products and fuel, wherever such waste or duplication tends to increase the costs of such products to the consuming public, are hereby prohibited.
(2) The department, after public hearing, may issue general
orders forbidding methods of distribution or practices in distribution which are found by the department to cause waste or duplication as defined herein. The department, after public hearing, may
issue general orders prescribing methods of distribution or practices in distribution which are found by the department to avoid
waste or duplication as defined herein.
(3) The department, after public hearing, may issue a special
order against any person, enjoining such person from employing
any method of distribution or practice in distribution which is
found by the department to cause waste or duplication as defined
herein. The department, after public hearing, may issue a special
order against any person, requiring such person to employ the
method of distribution or practice in distribution which is found
by the department to avoid waste or duplication as defined herein.
