West Virginia Code § 39-2-3

Records of county courts and other courts -- Binding or transcribing

The county court of any county may order any of the books and records in its clerk's office
and either the county court or the circuit court, or any other court of record, may order any
of its own books or records, to be bound or transcribed, and shall make a reasonable
allowance therefor, which shall be paid out of the county treasury.
