West Virginia Code § 29A-7-4

Construction and effect; severability of provisions

Nothing in this chapter shall be held to limit or repeal additional requirements imposed by
statute or otherwise recognized by law. No procedural requirement shall be mandatory as to
any agency proceeding initiated prior to the effective date of this chapter. If any provision of
this chapter or the application thereof to any person or circumstance is held invalid, such
invalidity shall not affect other provisions or applications of the chapter whiech can be given
effect without the invalid provision or its application, and to this end the provisions of this
chapter are declared to be severable. r
