Communication equipment and devices shall be installed to enable each video lottery terminal to communicate with the Lottery Commission's central computer system. The commission shall provide to licensed manufacturers, or applicants applying for a manufacturer's license, the protocol documentation data necessary to enable the respective manufacturer's video lottery terminals to communicate with the commissione's central computer for transmitting auditing program information and for activation and disabling of video lottery terminals. r
