Construction projects

Notwithstanding any other provision of this code to the contrary, and specifically section
one, article twenty-two, chapter five of this code, a state institution of higher education is
not required to solicit competitive bids or require a valid bid bond or other surety for any
construction project unless the value exceeds $100,000 in total cost.
