West Virginia Code § 16-5T-5

Promulgation of rules

The director may propose rules for promulgation in accordance with article three, chapter
twenty-nine-a of this code to implement the provisions of this section. The Legislature finds
that for the purposes of §29A-3-15 of this code, an emergency exists requiring the
promulgation of emergency rules to preserve the public peace, health, safety or welfare and
to prevent substantial harm to the public interest. e
