Outdoor recreation mitigation grants authorized -- Rulemaking

(1) To the extent that money is available, the division shall administer an outdoor recreation
mitigation grants program to address visitor-related emergency costs and visitor-related safety
costs in eligible counties.
(2) The purpose of the outdoor recreation mitigation grants program is to:
(a) assist an eligible county that is impacted by outdoor recreation, tourism, or conventions to
such a degree that the eligible county is unable to address visitor-related emergency costs
or visitor-related safety costs within revenue generated by an eligible county's imposition of a
transient room tax; and
(b) over time, ensure that an eligible county impacted by outdoor recreation, tourism, or
conventions is able to manage the impacts of outdoor recreation, tourism, or conventions
within eligible county revenue generated by the eligible county's imposition of a transient room
tax.
(3) The division shall, in consultation with the board, make rules in accordance with Title 63G,
Chapter 3, Utah Administrative Rulemaking Act, as necessary to perform the division's duties
described in this chapter.
