Mandatory technical compliance requirements

(1) The division shall establish and enforce specific technical standards including:
(a) fire wall construction and continuity requirements as described in International Building Code,
Chapter 7;
(b) accessibility compliance verification procedures as described in International Code Council
A117.1;
(c) energy code inspection protocols with mandatory R-value verification;
(d) mechanical, plumbing, and electrical system review depth requirements;
(e) special inspection requirements for both structural and nonstructural elements; and
(f) structural observation reporting mandates for Risk Category III buildings as defined in the
International Building Code adopted under Section 15A-1-204.
(2) The division may not issue a construction permit without verified compliance with Subsection
(1).
(3) The division shall use qualified plan reviewers and inspectors from the roster established under
Section 63A-5b-1220 for all plan review and inspection activities.
(4) Requirements related to safety and security standards established under Section 53-22-102
shall be coordinated through the school construction liaison as provided in Subsection
63A-5b-1202(6).
(5) A school district may appeal technical compliance determinations under this section to the
appeals panel established under Section 63A-5b-1221.
