After consultation with the Utah Bureau of Forensic Services and in accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, the department shall make rules, consistent with this part, regarding: (1) the procedures for the submission and testing of all sexual assault kits collected by law enforcement and prosecutorial agencies in the state; (2) the information and evidence that is required to be submitted as part of each sexual assault kit submission; and (3) goals for the completion of analysis and classification of all sexual assault kit submissions.
