The director of elections, within the Office of the Lieutenant Governor, shall make rules, in accordance with the provisions of Title 63G, Chapter 3, Utah Administrative Rulemaking Act: (1) relating to procedures for complying with, and verifying compliance with, the candidate nominating process described in this part; and (2) that permit an individual to submit signatures to qualify as a candidate for placement on the primary election ballot at least once each week during the signature gathering period, regardless of whether the number of signatures gathered has reached the signature threshold for the applicable office.
