(1) No later than 32 calendar days before the day of the regular primary election, a county clerk shall, in accordance with Section 20A-5a-102, publish notice of the regular primary election for the county, as a class A notice under Section 63G-30-102, for the entire period beginning on the day on which the county clerk publishes the notice, and ending at the end of the day of the regular primary election. (2) Except as provided in Subsection (3), no later than 32 calendar days before the day of the regular primary election, the clerk of a special district that will, in accordance with Subsection 17B-1-306(6), hold a primary election that year, shall, in accordance with Section 20A-5a-102, publish notice of the regular primary election for the special district, as a class A notice under Section 63G-30-102, for the entire period beginning on the day on which the special district clerk publishes the notice, and ending at the end of the day of the regular primary election. (3) The county clerk may publish the notice described in Subsection (2) for the special district clerk, or in combination with the notice described in Subsection (1), if the special district clerk contracts for the county clerk to conduct the special district election.
