As used in this part, "unopposed" means, as it relates to a regular primary election:

(1) for a race for a single office, only one individual qualifies for placement on the primary election
ballot to seek the nomination of a particular registered political party for that office; or
(2) for a race where two or more individuals will be elected to fill an office, the number of
individuals who qualify for placement on the primary election ballot to seek the nomination
of a particular registered political party for that office does not exceed the total number of
candidates to be elected to that office.
