Sec. 22.093. COMPETITIVE BIDS. (a) Timber may be sold on competitive bids only. The contract shall be awarded to the party submitting the highest and best bid in the judgment of the Texas Forest Service and then approved by the department. (b) All bids shall be kept on file by the Texas Forest Service and are public records. (c) The Texas Forest Service may reject any or all bids and readvertise for new bids.
