Sec. 134.058. NOTICE BY APPLICANT. At the time the applicant submits an application for a surface coal mining and reclamation permit or renewal of an existing permit, the applicant shall publish an advertisement in a newspaper of general circulation in the locality of the proposed surface coal mining operation at least once a week for four consecutive weeks that: (1) shows the ownership and describes the location and boundaries of the proposed site sufficiently so that the proposed operation can be readily located; and (2) states that the application is available for public inspection at the county courthouse of the county in which the property lies.
