Sec. 1039.051. BOARD ELECTION; TERM. (a) Except as provided by Section 1039.052 , the board consists of five directors elected from the district at large. (b) Directors serve staggered two-year terms unless four-year terms are established under Section 285.081 , Health and Safety Code.
