The board may issue a license to practice pharmacy to an individual who applies to the board and submits satisfactory proof that the individual has been licensed by examination in another state, provided that the other state required a degree of competency at the time the individual was licensed at least equal to that required in this state at that same time. The board may, in determining the degree of fitness required by other states' boards of pharmacy for granting licensure, join with other states' boards of pharmacy. Every individual applying for licensure pursuant to this section shall pay to the board an application fee, not to exceed one hundred fifty dollars, set by the board by rule promulgated pursuant to chapter 1-26 .
