The provisions of §§ 16-16-22 to 16-16-24 , inclusive, apply only to a person who: (1) Has been duly licensed to practice law in this state; (2) Has not maintained status as an active member of the State Bar of South Dakota; (3) Is of good moral character; and (4) May under bylaws of such State Bar regain such active status and the resulting privilege of practicing law in this state only by obtaining from the Supreme Court certification of qualifications for resumption of such practice.
