Setting of time and place for hearing on petition--Notice by publication

The board of county commissioners shall set a time and place for a hearing on a petition filed pursuant to §
11-3-21.1
. The hearing shall be held within thirty days of when the petition is filed. The board shall hold at least one public hearing. Notice of the time and place of the hearing shall be given once at least ten days in advance by publication in a legal newspaper of the county.
