Any person interested in the vacation of part or all of any recorded plat that lies outside a municipality may file a petition in the office of the county auditor for the county where the platted property is situated containing: (1) The names and addresses of the record owner of the plat or part thereof sought to be vacated; (2) The legal description of the plat; (3) The names of the legal voters residing upon the plat; (4) The character and use of the plat; (5) A description of any public highway located there; (6) Any other facts pertinent to the application.
