§ 40.1-1-18. Liberal construction. This chapter shall be liberally construed in aid of its declared purposes, the primary purpose of which is the coordination and integration of functions relating to substance abuse education, prevention, and treatment within one department and the allocation of these functions to the department of behavioral healthcare, developmental disabilities and hospitals.
