(a) General rule.-- Council may dispose of, by contract or otherwise, municipal waste. (b) Contract length.-- A contract with the owner of a private facility for the disposal or incineration of municipal waste may be made for a period not to exceed 20 years. (c) Exemption.-- The limitation under subsection (b) shall not apply to a contract with a political subdivision or municipal authority.
