(a) General rule.-- Council may collect and remove, by contract or otherwise, municipal waste and recyclables and prescribe penalties for the enforcement of the collection and removal. (b) Contract length.-- A contract with refuse haulers may be made for an initial period not to exceed five years with optional renewal periods of up to five years. (c) Limitation.-- The limitation under subsection (b) does not apply to a contract with a political subdivision or municipal authority.
