(a) General rule.-- The Department of Transportation shall promulgate regulations which will initiate the implementation of this act no later than one year after enactment. (b) Status of existing regulations.-- The regulations of the department currently in effect relating to inspections shall continue to be effective until such time as new regulations are adopted to supersede such regulations.
