Notice of work.

(a) Requirement.-- If a shade tree commission proposes to plant, transplant or remove shade trees on a street or highway, notice of the time and place of the meeting at which the work is to be considered must be given once in one newspaper of general circulation immediately preceding the time of the meeting.
(b) Contents.-- The notice shall specify in detail the street or highway where trees are proposed to be planted, transplanted or removed.
