(a) General rule.-- The commission shall by rule establish on a reasonable cost basis the fees to be charged and collected for the following services: (1) Copies of paper, testimony and records. (2) Certifying a copy of any paper, testimony or record. (3) (Repealed). (4) Filing of each securities certificate, or each application for a certificate of public convenience, registration certificate, permit or license. (b) Fees for testing.-- The commission shall by rule establish on a reasonable cost basis the fees to be charged and collected from public utilities for the testing of their instruments of precision and measuring apparatus.
