Title 83. Weights And Measures: Measurement standards for retail sales of natural gas

A.  The Department of Labor shall adopt rules and procedures
requiring that retail sales to the public of compressed natural gas
and liquefied natural gas used as a motor vehicle fuel are dispensed
in the following manner:
1.  Compressed natural gas (CNG) shall be dispensed in gasoline
gallon equivalent (GGE) units.  A GGE of CNG shall initially be set
at 5.66 (five and sixty-six hundredths) pounds and shall remain at
that level until changed by the Department through the
administrative rules process; and
2.  Liquefied natural gas (LNG) shall be dispensed in diesel
gallon equivalent (DGE) units.  A DGE of LNG shall initially be set
at 6.06 (six and six-hundredths) pounds and shall remain at this
level until changed by the Department through the administrative
rules process.
B.  The Department of Labor is hereby authorized and directed to
promulgate rules as may be necessary to carry out the provisions of
this section.  If it subsequently becomes necessary to revise,
through rule, the standards established in paragraphs 1 and 2 of
subsection A of this section due to changes in the energy contents
of motor fuels, the Department shall take into consideration whether
the National Conference on Weights and Measures has adopted similar
standards for dispensing CNG and LNG and whether those standards use
different values for GGE and DGE units.  If the National Conference
on Weights and Measures has adopted different GGE and DGE units, it
shall be presumed that such standards should also be adopted for
Oklahoma unless good cause is shown otherwise.
