Oklahoma Code § 70-1210.44

Title 70. Schools: Unauthorized use of vehicles

It shall be unlawful for any person to operate a motor vehicle
bearing a special license plate as provided for in this act on any
street, road or highway in this state for any purpose other than in
connection with any training or maintenance or other similar
educational program or in administering such program; and upon
conviction therefor such person shall be punished by a fine of not
more than Fifty Dollars ($50.00).  Use of a motor vehicle in a
manner unauthorized herein shall create no liability of any kind
upon a technology center school or technology center school
district, or upon the board of education thereof.
