Oklahoma Code § 69-647

Title 69. Roads, Bridges, And Ferries: Opening section lines and building and establishing roads

The boards of county commissioners of the respective counties of
this state, within the boundaries of which counties a state park is
located, are hereby authorized to open section lines leading into
such state parks, to build and establish roads thereon, to extend
said roads into the state parks and connect same with recreational
facilities therein, the location and extent of such roads to be in
the discretion of the board of county commissioners; provided, that
the location thereof be first approved by the Division of Parks,
Recreation and Waterways of the Oklahoma Industrial Development and
Park Commission, or the agency having control of state parks.
