Oklahoma Code § 66-58

Title 66. Railroads: Commissioners to act in all cases

Freeholders so appointed shall be the commissioners to assess
all the damages to the owners of real property in said county or
subdivision; and said corporation may, at any time after their
appointment, upon the refusal of any owner or guardian of any owner
of lands in said county or subdivision to grant the right-of-way as
aforesaid, by giving said owner or guardian ten (10) days' notice
thereof in the manner required on the original appointment of
commissioners, have the damages assessed in the manner hereinbefore
prescribed.  In case of the death, absence, or refusal or neglect of
any of said freeholders to act as commissioners as aforesaid, the
sheriff shall, upon the selection of the district judge, summon
other freeholders to complete the panel, and said commissioners

shall receive Three Dollars ($3.00) per day each for their services,
and the same shall be taxed in the bill of costs.
