Program. A. There is hereby established the Oklahoma State Government Business Licensing One-Stop Program. B. The Chief Information Officer shall promulgate procedures by which state agencies shall enter into an arrangement with the Office of Management and Enterprise Services for the provision of a real- time licensing and permitting one-stop web-based offering. C. Real-time licensing and permitting services shall be made available to the public through the website Business.ok.gov and shall be offered through the 2nd Century Entrepreneurship Center business licensing framework. D. The 2nd Century Entrepreneurship Center and all corresponding assets and personnel are hereby transferred from the Oklahoma Department of Commerce to the Information Services Division of the Office of Management and Enterprise Services. E. The Chief Information Officer may grant an exemption from the requirements of this section to state agencies which offer licensing and permitting procedures requiring documentation that cannot be provided through a web-based portal. Exemptions shall be limited to individual licensing processes, shall not be granted on an agency-by-agency basis and shall be reported according to the requirements of subsection D of Section 34.24.1 of this title. Each exemption shall be renewed on an annual basis. F. State agencies shall comply with procedures promulgated pursuant to the terms of this section.
