A person not a resident of and having no established place of business in Oklahoma, or who has recently become a resident thereof, may become a licensed forester in Oklahoma provided: (1) the person is legally licensed as a registered forester in the state or country of origin and submits evidence to the Oklahoma Department of Agriculture, Food, and Forestry of the license and that the requirements for registration therein are at least substantially equivalent to the requirements of Section 1201 et seq. of this title; and (2) the state or country in which licensed observes these same rules of reciprocity in regard to persons originally licensed under the provisions of this act; and (3) the Department shall issue a qualified applicant a one-year permit upon receipt of a fee equal to one-year annual renewal charged licensed foresters in this state.
