Oklahoma Code § 45-740.3

Title 45. Mines And Mining: Powers and duties of Commission

To accomplish the purposes of this act, the Oklahoma
Conservation Commission, hereinafter cited as the "Commission",
shall have the authority:
1.  To adopt, amend and enforce rules pertaining to reclamation
operations consistent with the general intent and purposes of this
act;
2.  To hire employees, adopt standards for employment of those
persons and assist in carrying out the requirements of this act;
3.  To conduct, encourage, request and participate in studies,
surveys, investigations, research, experiments, training and
demonstrations by contract, grant or otherwise;
4.  To accept, receive and administer grants, gifts, loans or
other funds made available from any source for the purposes of this
act; and
5.  To perform any other duties and acts necessary to allow the
state to participate in the abandoned mines and mined land program
provided in Subchapter IV of the federal act.
