DETERMINATIONS IN LABOR DISPUTE CASES. Whenever any claim
involves the application of the provisions of Section 2-410, the
representative of the Commission first considering the claim shall,
if so directed by the Commission, promptly transmit such claim and
all filed objections thereto to an appeal tribunal which shall make
a determination upon the issues involved under that section. Such
appeal tribunal shall make the determination thereon after affording
the claimant and each employer who filed an objection an opportunity
for a hearing in accordance with the provisions of this section with

respect to hearings and determinations of appeal tribunals. The
parties shall be promptly notified of the determination, together
with the reasons therefor. Such determination shall be the final
decision on the claim, unless, within ten (10) days after the
mailing of notice to a party's last-known address, appeal is filed
with the Board of Review.
