Oklahoma Code § 36-3623.3

Title 36. Insurance: Charging insurance producer for documentation costs

No insurer, at any time, shall charge the insurance producer for
any costs associated with the necessary documentation or records
needed to underwrite a policy.  The provisions of this section shall
apply only to personal insurance as defined in Section 952 of Title
36 of the Oklahoma Statutes.
