Oklahoma Code § 11-16-211

Title 11. Cities And Towns: First election held in strong-mayor-council city

At the first general municipal election held in the odd-numbered
year following adoption of the statutory strong-mayor-council form
of government, the officers to be elected and their terms are as
follows:
1.  Four-year terms:  Councilmembers from Wards One, Two and
Five (if one).
2.  Two-year terms:  Councilmembers from Wards Three, Four and
Six (if one); and the mayor.
At general municipal elections held thereafter, the successors of
the officers whose terms are expiring shall be elected for four-year
terms.
