Refusal to issue certificate of title - Revoking certificate - Appeal

If the department determines that an applicant for a certificate of title to a vehicle is not 
entitled thereto, it may refuse to issue the certificate, and in that event, unless the department 
reverses its decision or its decision is reversed by a court of competent jurisdiction, the 
applicant has no further right to apply for a certificate of title on the statements in the application. 
The department, for a like reason, after notice and hearing, may revoke the outstanding 
certificate of title. Said notice must be served in person or by registered or certified mail. An 
appeal must be taken in accordance with the provisions of chapter 28-32.
