** § 97-mm. State police motor vehicle law enforcement account. 1.\nThere is hereby established in the joint custody of the state\ncomptroller and the commissioner of taxation and finance a fund to be\nknown as the "state police motor vehicle law enforcement account".\n 2. The state police motor vehicle law enforcement account shall\nconsist of all moneys received by the state pursuant to subsection (b)\nof section nine thousand one hundred ten of the insurance law that are\ntransferred to the account pursuant to paragraph two of subsection (e)\nof section nine thousand one hundred ten of the insurance law and all\nother grants, bequests or other moneys credited, appropriated, or\ntransferred thereto from any other fund or source.\n 3. Nine million one hundred thousand dollars annually of the state\npolice motor vehicle law enforcement account, following appropriation by\nthe legislature and allocation by the director of the budget, shall be\nmade available for the state operation expenses of the division of state\npolice including but not limited to the costs of activities relating to\nthe detection, prosecution or reduction of automobile theft and related\npurposes. All other funds of the state police motor vehicle law\nenforcement account, following appropriation by the legislature and\nallocation by the director of the budget, shall be made available for\nthe state operation expenses of the division of state police including\nbut not limited to the costs of activities relating to highway safety\nand public security.\n 4. The superintendent of state police, no later than March fifteenth\nof each year, shall furnish to the governor, the speaker of the assembly\nand the temporary president of the senate, a report detailing each\nprogrammatic component associated with the automobile theft prevention\nactivities of the state police for the previous year. The report shall\ninclude, but not be limited to, a breakdown of the funds allocated to\neach programmatic component, including a breakdown by personal and\nnonpersonal services and number of employees, and the number of arrests,\nconvictions, and vehicle recoveries. The report shall also contain an\nanalysis of the incidence of automobile theft for each of the state\npolice troop jurisdictions.\n ** NB There are 2 § 97-mm's\n
