§ 22-b. Report of the legislature on the enacted budget. Within thirty\ndays of passage of the budget the senate and the assembly shall issue,\neither jointly or separately, a legislative report on the budget. Such\nreport shall contain a description of appropriation changes between the\nbudget submitted by the governor and the enacted budget and the effect\nof such changes on employment levels. Commencing with fiscal year\nnineteen hundred ninety-four--nineteen hundred ninety-five, such report\nshall also summarize changes in appropriations by function in a form\nsuitable for comparison with the schedule required to be submitted with\nthe governor's proposed budget. Commencing with fiscal year two thousand\nseven--two thousand eight, such report shall also include an estimate of\nthe impact of the enacted budget on local governments, the state\nworkforce, and general fund projections for the ensuing fiscal year,\nconsistent with the requirements of subdivision one-c of section\ntwenty-two of this article. The findings and descriptions contained in\nthe report required by this section shall constitute the expression of\nlegislative intent with respect to the budget to which such report\nrelates.\n
