§ 41.27 State aid procedures.\n (a) State aid shall not be granted for capital costs unless:\n 1. appropriations authorizing them have been requested by the\ncommissioner;\n 2. these appropriations have been recommended by the governor in a\nbudget bill which specifies the facility to be acquired, constructed, or\nimproved, the total estimated cost for each facility, and estimated date\nof completion; and\n 3. the budget bill has been approved by the legislature for the state\nfiscal year for which it was submitted.\n (b) Claims for state aid shall be made in a manner and on forms\nprescribed by the regulations of the commissioner and shall be for\nexpenditures or costs incurred in accordance with previously approved\nstate aid applications supported by specific budgets as required by this\nchapter.\n (c) When certified by the commissioner, state aid shall be paid upon\nthe audit and warrant of the comptroller.\n
