§ 41.25 Fees.\n  (a) As a prerequisite for state aid, local governmental units and\nvoluntary agencies shall establish fee or payment schedules for clinical\nservices and may establish fee or payment schedules for other services\nreflecting costs of services, pursuant to regulations of the\ncommissioner.\n  (b) Fees charged or payments requested shall take into account costs\nand ability to pay, considering resources available from private and\npublic health insurance and medical aid programs.\n  (c) No person shall be denied services for the mentally disabled\nbecause of inability to pay.\n  (d) Every effort shall be made to assure that the process of fee\nestablishment and collection does not interfere with the therapeutic\nprogram.\n
